Legal. From this angle it is not 100% clear that the top person’s shoulders are below her waist. It should be clear that the top person's shoulders are below their waist and the bases’ arms are above their heads to make a call of extended inverted. In this video, the top person has her hands on the shoulders of the bases, which means that the base of support is at prep level, the lowest point of contact is at the shoulders. This skill is not extended and therefore legal.
